JAKIM 的认可，是一份外国清真机构名单，大马承认这些机构发出的证书，用于进口商品。它不是给您想去吃饭的餐厅盖的批准章。旅途中，名单上的机构是个有力的线索，但您仍要查那家店、那间分店和证书的日期。
认可到底涵盖什么？
根据《2011年贸易说明（清真认证与标示）令》，在大马销售的进口食品和商品，除非由 JAKIM 认可的外国机构认证，否则不得称为清真6。进口商或制造商必须在商品上标明认证机构的名称7。至于肉类和家禽，屠宰加工厂还要经 JAKIM 与兽医服务局检查和批准8。
所以我们能引用的规定，针对的是在大马出售的商品。它没有说明首尔或曼谷一家餐厅里的那一餐。您能用的是名单本身：它告诉您证书上的机构，是不是大马已经信任的进口认证机构。
官方名单在哪里？
JAKIM 把名单以 PDF 公布，网址是 halal.gov.my/pdf/cb/FHCB21August2026.pdf，入口在网站的外国清真认证机构栏目3。我们采用的版本自2026年8月21日起生效1，目录涵盖49个国家或地区2。出发前请打开最新版本。
JAKIM 委任每个外国机构的期限是三年，期满后会复审4。获认可的机构也必须每年向 JAKIM 提交报告5。名单上的名字，会随时间进出。
名单上有哪些亚洲机构？
2026年8月21日版本包含下列亚洲条目。请把证书上的名字逐字对照，因为长得像不等于一样。
- 日本： 六个机构，即 JMA、NPO Japan Halal Association、Japan Islamic Trust、MPJA、NAHA 和 Japan Halal Foundation9。
- 韩国： 首尔的 Korea Muslim Federation，以及清州的 Korea Halal Authority Corporation10。
- 台湾： 台北的 THIDA 与高雄的 THCD11。
- 泰国： 总部设在曼谷的 Central Islamic Council of Thailand（CICOT）12。
- 中国： 包括山东、河南、甘肃、陕西、重庆和上海的清真认证服务机构15。
- 越南： 五个机构，其中有 HCA、HVN、VNH、VINAHIC 和 GHC16。
- 菲律宾： IDCP 与 HDIP17。
另有两条是政府机关而非民间机构：印尼宗教部辖下的 BPJPH13，以及新加坡的 MUIS14。
名单上的机构能说明什么，又漏掉什么？
- 能说明： 这份文件是谁颁发的，而且大马已经信任这个机构，用于进口商品。
- 漏掉的： 证书有没有写明这间分店、是否仍有效、酱汁和高汤是否在范围内，以及上星期厨房里发生了什么。
不在名单上的机构，并不等于有问题。它只是没有 JAKIM 的对照，决定权回到您自己的标准。需要裁决时，请教 ustaz 或州伊斯兰宗教局。
在餐桌上怎么用这份名单？
- 拍下整张证书，包括颁发机构和日期。
- 在 PDF 里找到该国的部分，逐个字母对照名称。
- 核对有效期，以及证书上的店名和地址是否与店面相符。
- 用我们的五种清真声明类别为这一餐归类。

常见问题
机构被 JAKIM 认可，是否表示那家餐厅获 JAKIM 批准？
不是。认可是给那个外国机构的，主要目的是让进口商品能在大马被称为清真。它并不表示 JAKIM 检查过您面前的这家餐厅。证书上出现名单内的机构，只是一条线索，说明谁在背后负责。
证书上的机构不在名单上怎么办？
它也许是认真的认证机构，只是您没有 JAKIM 的对照依据。请把它归为“名单以外机构的认证”，询问它的标准，再按自己的原则决定。需要裁决时，请教您的 ustaz 或州伊斯兰宗教局。
官方名单在哪里查？
JAKIM 把名单以 PDF 形式放在 halal.gov.my 网站的外国清真认证机构栏目。我们采用的是 2026 年 8 月 21 日版本。出发前请打开最新版，因为名单会增加、续期，也会删除。
机构一旦获认可，就永久有效吗？
不是。JAKIM 委任外国机构的期限是三年，期满后进行复审，机构也要提交年度报告。所以旧照片上的认可标志，未必反映今天的情况。请同时核对名单的日期和机构的名称。
