Group travel

Entry rules for a large Muslim group

You are the organiser, and everyone is waiting for you to tell them what to send.

For a group, the work is collecting the same documents from every traveller on time. Start with passports, then check what each country asks of a Malaysian passport holder, then set one deadline for everything. Official rules change, so use the sources below as the starting point and confirm with the embassy or your licensed operator.

What do I collect first?

Collect the same set from everyone, once.

  • a clear scan of the passport photo page,
  • the full name exactly as printed,
  • date of birth, mobile number and an emergency contact,
  • dietary needs, mobility notes and any medication to declare.

Passport copies are personal data. The Personal Data Protection Act 2010 regulates how data users handle personal data in commercial transactions10. Keep the files in one secure place, share them only with the operator or embassy that needs them, and tell travellers why you are collecting them.

Which passport checks catch groups out?

Check the passports as soon as the group is confirmed, not the week before.

  • Taiwan: for visa-exempt entry, the passport must have at least six months of remaining validity on the date of entry7.
  • Indonesia: entry requires a passport valid at least six months with two blank pages, a return or onward ticket, and the All Indonesia Arrival Card filed before landing5.
  • Turkey: the passport must be valid for more than 60 days beyond the duration of stay, per Malaysian MOFA8.

MyGovernment lists renewal as relevant when a passport has less than 6 months of validity left6. Ask anyone near that line to renew first, because a renewal takes time that a group cannot spare.

Which countries need an application before you fly?

Some need one, some do not. Where one is needed, each traveller applies individually.

  • India: Malaysian nationals are granted a 30-day e-Tourist visa with double entry free of charge, with the no-fee offer running until 31 December 20261. Applications are online at indianvisaonline.gov.in/evisa/tvoa.html2.
  • Sri Lanka: Malaysian MOFA states Malaysians must apply for an Electronic Travel Authorization (ETA) before arriving, and the visa is free of charge3.
  • Nepal: visas can be obtained at the Nepalese Embassy or on arrival at Tribhuvan International Airport, Kathmandu4.
  • Singapore: all travellers must submit the SG Arrival Card with Electronic Health Declaration within 3 days before arrival, counting the arrival day9.

These are volatile. Check the official page before you fly, and ask your operator in writing whether any of these can be handled as a group.

What is the timeline?

Work backwards from the departure date.

  • As soon as the group is confirmed: passport checks and the data collection message.
  • Well before the deadline: anyone with a short passport starts renewal.
  • A set date, agreed in writing: all documents in, no exceptions.
  • Closer to departure: each traveller submits their own online form and sends you a screenshot.

Keep a simple list with names, passport status and what is still missing.

What about immigration questions?

Prepare the group leader, not just the paperwork. Carry the itinerary, hotel names, return tickets and the operator’s contact. Tell travellers to answer simply and truthfully, one at a time, and to keep their own bookings handy.

For halal and prayer needs across the group, use our office or staff trip guide. To check what an operator will actually handle, see which arrangements to confirm in writing and how to check a Malaysian travel agency licence.

Compare the operators with the Muslim-tour inclusion comparator and how to compare two Muslim packages. Browse the country and city guides for the destination.

Tell us the size of your group, the countries you are considering and your departure window, and we will help you build the collection timeline and the questions for your operator.

Common questions

Is there one group visa for all of us?

Do not assume so. The official sources we use describe individual travellers applying online or arriving with the right documents, and none of them promises a single group application. Ask the embassy or your licensed operator whether a group process exists for your country and dates, and get the reply in writing.

What should I collect from each traveller first?

Start with a clear scan of the passport photo page, the full name exactly as printed, date of birth, mobile number and an emergency contact. Add dietary needs and mobility notes at the same time so you ask once. Keep the files in one secure place.

What is the most common passport problem?

Validity. Some destinations ask for months of remaining validity beyond your stay, and some also want blank pages. One short passport can stop a traveller at check-in. Check every passport against each country's rule as soon as the group is confirmed.

Who is responsible for each person's application?

Each traveller is responsible for their own entry. As organiser you collect, remind and check, but you cannot promise a decision. Make that clear in your first message, so nobody expects you to fix a refused application.
